Does mitigation save? Reviewing cost-benefit analyses of disaster risk reduction

The benefit-cost-ratio (BCR), used in cost-benefit analysis (CBA), is an indicator that attempts to summarize the overall value for money of a project. Disaster costs continue to rise and the demand has increased to demonstrate the economic benefit of disaster risk reduction (DRR) to policy makers. This study compiles and compares original CBA case studies reporting DRR BCRs, without restrictions as to hazard type, location, scale, or other parameters. Many results were identified supporting the economic effectiveness of DRR, however, key limitations were identified, including a lack of: sensitivity analyses, meta-analyses which critique the literature, consideration of climate change, evaluation of the duration of benefits, broader consideration of the process of vulnerability, and potential disbenefits of DRR measures. The studies demonstrate the importance of context for each BCR result. Recommendations are made regarding minimum criteria to consider when conducting DRR CBAs…

Crews began clearing roads across Bermuda on Saturday after Hurricane Gonzalo battered the Atlantic island overnight, uprooting trees, tearing off roofs and downing power lines. Although the Category 2 hurricane hit Bermuda directly, the small island was spared major damage, and the police said there were no fatalities. The island is in the path of major Atlantic storms and regulations require all buildings to be made of concrete blocks to withstand severe weather. Bermuda, a prosperous British overseas territory that is a center for international business and a tourist destination, had prepared for an even stronger hurricane as Gonzalo developed into a Category 4 storm on Thursday. Fiji RXThe first ever Fiji Red Cross Society Youth Summit has attracted youths from across the country. Fiji Red Cross Society’s Manager Dianne Masi Reddy, said that the summit is part of building and strengthening the youth component and development within the society that will build and enhance the capacity of youth. Meanwhile, Youth Coordinator, Sevuloni Ratu said that a total of seventy seven youth delegates from around the country are attending this summit which includes 36 youths from Western Division, 29 from the Northern Division and 12 from the Central Division…

 

 

 

New simulators analyze links between natural disasters and climate change

Until recently, attributing the likelihood of specific events to climate change was extremely difficult. Climate change is a worldwide phenomenon, and the amount of computing power required to run models thousands of times to get accurate probabilities has been limited. But as processing speeds have improved, data sets grown more robust, and demand for such information increased, it’s now become possible to estimate whether specific extreme weather phenomenon were caused by climate change, and whether they are now more or less likely to occur again.
